How To Make A Fleece Tie Blanket?

Hey can you tell me how to make a fleece tie blanket? I am supposed to help a friend make it I wanted to know how. She has to gift it to her brother for his child’s baby shower. Is it very hard to make, how much time it takes to make. What stuff is required to make it? Can it be hand knit, or does it require a stitching machine. How much time would it take to make a personalized by a professional? What color do you think it should be in, if it is being made for a baby boy? I want the easiest steps to make it.
